Government has a regulation that made the BSC certificate mandatory for all shipments to Burundi. If you don’t get this certificate, you will face severe consequences and a penalty. Generally use their East neighbors’ ports for maritime shipments. But if the cargos are coming from West Africa, you might have to get an ECTN certificate for the Democratic Republic of Congo or Cameroon as well. 

Although it is a mandatory and crucial certificate, it is one of the most missed and overlooked certificates.

ECTN stands for Electronic Cargo Tracking Note. ECTN explains itself with its name. Because it gives authorities the ability and the information to trackmanage, and supervise all the shipments from loading to discharge. It also supplies them with information about cargos before they even arrive at the destination. It contains information about the exporter, the importer, information about the goods getting transported and their value, the cost of the freight, the type of shipment, the name of the vessel, etc. 

  • Bill of Lading: It contains details about the exporter, the importer, the weight of the goods, the shipping line, the vessel name, etc.
  • Commercial Invoice: It contains the details of the goods, the freight cost, the incoterm, and some other charges if there is any, etc.freight cost, etc.
  • Freight Invoice: This is only required if the freight cost is not on the commercial invoice.
  • Export Customs Declaration: Customs Officials of the exporter country prepares this document, and it lists the goods getting transported and contains some important details of them.
  • Packing List: This document contains all the details of the goods, especially the total weight.

The ECTN must be validated five days before the ship’s arrival at the latest. If it isn’t validated, by then, you will be facing twice the amount of the cost of the ECTN plus the regulation charges determined by the Burundi National Port Officials.

How do you ship the hard-copy of the certificate?

The hard-copy of the certificate isn't necessary except for Angola. The whole process is completed online.

What is CNCA?

CNCA certificate( Conselho Nacional de Carregadores) is a Loading Certificate (LC) which is a compulsory document for all commercial shipments to Angola since 28/01/1994 (Decree no. 19/94).

Am I allowed to export a tractor that is manufactured in 1998 to Angola?

Yes, Angola authorities do no have a restriction in the of heavy-duty vehicles that can be shipped into the country.

Can I make amendments to a validated Angola CNCA waiver document?

It depends on the country it has been loaded from. In certain cases, we can amend the certificate if he hard copy is noy given to the courier. Even if the original hard copy has been released, we can still make an amendment at extra cost.

Can consignee release the shipment in Angola without original hard copy of CNCA

A: Angola is the only country whose authorities require Importer to provide the original hard copy CNCA certficate before they can release the cargo. Every other country that mandates inbound shipments to accompany waiver certifcate only require a copy of the certificate. However, in Angola, if you don't send the original certificate to the importer, they can not clear the goods.

Angola CNCA necessary documents

In order to issue the Angola CNCA, we need you to forward the scanned copy of the following documents:
1. Copy of Original Master Bill of landing (Draft BL Original is not generated yet)
2. Commercial Invoice
3. DU document (Can be obtained by importer)
4. Freight Invoice (Mandatory if the freight value is not mentioned in the commercial invoice)

Note: You are only obliged to obtain CNCA certificate to Angola if it is your final destination. If you are using Angola for transist shipments you are exempt from CNCA waiver in certain cases.
