It ensures that all goods are accurately documented, helps with customs clearance, and prevents illegal or unauthorized shipments. The BSC is enforced by the Nigerian Customs Service.

    According to this regulation, all cargo purchased from abroad and transported for commercial, business, and, in some cases, diplomatic or personal purposes requires a Loading Certificate known as ICTN – International Cargo Tracking Note.
    The shipper or freight forwarder is responsible for obtaining the ICTN waiver certificate from the authorized representative.
