What is a Libya ECTN Certificate?
Libya ECTN (Electronic Cargo Tracking Note) is a mandatory document for all shipments to Libya. Issued before loading, it provides cargo details for customs clearance and tracking. Required by Libyan authorities, it helps prevent fraud, ensures security, and facilitates trade compliance. Without it, shipments may face fines or rejection.

Who Needs a Libya ECTN?

How to Obtain a Libya ECTN?

What are the required documents?

- Bill of Lading: Details about the exporter, importer, weight of the goods, shipping line, vessel name, etc.
- Commercial Invoice: Information on the goods, freight cost, Incoterms, and any additional charges.
- Freight Invoice: Necessary if the freight cost isn’t specified on the commercial invoice.
- Export Customs Declaration: Prepared by the customs officials of the exporting country, providing detailed descriptions of the goods.
You must have the ECTN certificate five days before the vessel arrives at the latest. If not, you will be facing a penalty fee twice the amount of the ECTN plus the regulation fee determined by the Libyan National Port Officials. In addition, you will need to pay the demurrage charges for starting clearing process due to delayed CTN application. You also risk the cargo being rejected and returned to port of origin on the same vessel.
Certificate cost depends on the number of Bill of Ladings and the containers, the country of origin, the port of discharge, etc. This is why we can’t give you an exact price for the CTN.
