    The Sudan ACD (Advance Cargo Declaration) Certificate is a mandatory electronic documents for all sea freight shipments to Sudan , effective January 1 , 2026.     The shipper or the freight forwarder is responsible for acquiring the ECTN waiver certificate from the authorized representative.
